Prior experience working with General Services Administration (GSA)/federal government is highly recommended Ability to read, interpret and understand the Construction Contract, Plans and Specifications.
Ability to create sketches, marked up drawings, written descriptions, cost estimates, schedule impact and site photographs.
Be able to understand and document negotiations between the Government and the Construction Contractor.
Ability to read and interpret the construction schedule to evaluate and document progress.
Experience in evaluating status of the hours and value billed versus the total contract hours / value.
Ability to Developing and Implement a quality assurance (QA) plan that clearly identifies how the CM will monitor, verify, ensure, document and communicate the issues/concerns/activities of the project in a timely manner and how to enact an action plan regarding activities that need to be corrected or resolved during project Job Description Communications:
Provide timely notification and communicate the needs of the daily construction activities with/to GSA's Project Manager/COTR on all issues of concerns related to construction contractor's compliance with the contract and or ability to achieve the expected level of quality, adhere to cost, maintain project schedule, product submittals and use of unacceptable/unapproved products, requests for information (RFIs), etc.
Update the Project Manager and Contract Officer monthly as to the status of the hours and value billed versus the total contract hours / value.
Meetings:
Attend and chair all construction and project status meetings.
Selective photographs shall be used to document work progress during project status meetings, made part of meeting minutes, used to assist in describing any unforeseen conditions that may arise, shared as applicable to project stakeholders, etc Creating Project progress reports (daily, weekly and monthly) and inspection reports.
Documentation:
CM shall be required to interface and work within GSA's project management software (Kahua).
Monitor, ensure and document (both using written communication and photographs) over the course of the entire project that the contractor is following the written quality control (QC) plan.
Prepare and maintain a marked up set of construction drawings and schedule that indicate overall progress, completion date of key milestones, RFI impacted areas, approved modifications, areas of concern.
Document all meetings and discussions regardless whether held in a formal or informal setting by producing a written set of minutes and any agreed upon course of action.
Submittal Reviews:
Submitting the QA plan for approval by the GSA Project Manager within ten (10) days of the award of this contract/task.
Update the Project Manager and Contract Officer monthly as to the status of the hours and value billed versus the total contract hours / values well as ensure all materials to be used by contractor are in compliance with the approved product submittals Review, comment technical and informational submittals; Review Construction Contractor's baseline and progress schedules; Review Construction Contractor's requests for payments and associated documents; Receive, log, and review the Construction Contractor's submittals for completeness, accuracy, and compliance with construction contract documents; Review Construction Contractor Quality Control plan in accordance to QA plan.
Daily Reports for accuracy, completeness, and compliance with construction contract documents.
General Inspections:
CM shall be responsible for conducting daily inspections of the work and project progress.
Participate in operational excellence / commissioning of the required repairs to assist in documenting via photograph and written statement.
Inspect work in progress, workmanship, quality, and conformance with contract documents, applicable building codes, and safety standards.
Complete Daily Report for each day of on-site construction activities.
At the end of each week, upload reports to the proposed management software program and also monthly reports.
Architect/Engineer Inspections:
Coordinate and work with the A/E to ensure an accurate submittal log is kept and that submittals are being processed timely.
Coordinate and work with the A/E to ensure timely handling, distributing, tracking, responding to any request for information (RFI) related to the project via a RFI log.
